Let’s do a thought experiment - do you think there are more drug traffickers or drug users? What enables drug users? If you put away 1 drug trafficker vs 1 drug user, what’s likely to cause drug use to decrease? Who is more likely to be part or a criminal enterprise?

The drug takers can be seen as victims suferring from a health issue, the dealers can be seen as criminals that took advantage of those victims for monetary gain.

90% of the fraud people I’ve met in prison are nothing ‘white collar’ . They are the underprivileged class recruited by criminal organisations or help collect money, make scam calls or lend their bank account to launder money, some of them are even foreigners, notable the Russian ATM guy, his crime is fraud, and some of them are drug users too.
Scam is a very serious problem in Taiwan society. Taiwan is well know for this type of scams, nowadays a lot of people had been victims of scams.
Anyway the open prison system in Taiwan should not be aimed to punish severe crime but to enable prisoners with lower risk, pre-release prisoners to rehabilitate into society, drug addicts should not fit in this category.

You’re not presenting a convincing argument for this. Why wouldn’t a drug addicts seek drugs while in a work release program? Then what? Add to his time?
Prison is not an immigration detention centre. The purpose of prison is not only to punish crime or to segregate criminals, but to rehabilitate prisoners and try to train them with adequate skills so then they are released they can become honest and law abiding members of society. No matter the inmate is a foreigner or not, same policy applies to every inmate. I’ve met prisoners setting up Chinese class for foreigners, if you say they are being deported and no rehabilitation is needed then there is no need for foreign prisoners to learn Chinese.
Some foreigners actually do join some kind of work program like woodwork, but I have never seen any foreigners going to a work farm or open prison.
Drug users have an addiction problem, they are very likely to reoffend and 90% of prisoners behind bars in Taiwan are drug related.

Well I had did some studies on criminal justice, the correct words in legal terms is prison should not be a place to enforce retributive justice and special segregation but to offer correctional and rehabilitation purpose to the inmate.
Taiwan’s prisons are run by the Agency of Corrections.
Some foreigners will be deported some would not, depends on their crime or status of their visa/immigration. Deportation is strictly an administrative process not a criminal process, the immigration agency is in charge of deportations not prison nor the correction agency. Prison is only a place to lock people that are convicted of a crime.

While that is certainly one opinion, restorative justice is not the only game in town, and it isn’t the stated purpose of most department of corrections, I’d wager.
Foreigner prisoners are a greater flight risk. And the Zain Dean debacle probably ruined for at least another decade any chance of lessening restrictions on how foreigners are incarcerated.
