"Student" apartment near Tai-Da

I’m leaving Taiwan in mid-July and coming back in early September, about a week before classes. When I come back, I’ll need to get an apartment near Tai-Da since I’ll be studying there. Is there any way I can start looking for apartments now? I thought the answer would be “no,” but some people suggested that I look anyway.

If I do look when I come back, is there an abundance of cheap one-bedrooms or two-bedrooms downtown near the universities? Will I have any problem getting a monthly lease rather than a yearly one? Is there anything else I should keep in mind?
