So I heard a lot about student ARC not counting but is it because you have to change ARC type before 5 years is up? What if i’m on the same student ARC (PhD if that matters) for 5 years?
It’s not counted.

Nope. What counts is that you may be a tax paying, contributing to society individual.
I think that is 新經濟移民法. It is still a draft.
