He was born in Taiwan 1990 to Taiwanese mom and British dad. Mom had household registration but not with dad. He wasn’t allowed citizenship at the time but we were hoping maybe something has changed this then. Does anyone know if citizenship can now be passed on to child through the mother? Dad is deceased now if that makes a difference. Thanks!

Yes. The law was changed in 2000 to allow it, and people born to Taiwanese mothers and foreign fathers between 1980 and 2000 became citizens retroactively.
Your boyfriend is a Taiwanese citizen. He just needs to provide documentation to prove it to the government.
