Taiwan national without household registration

Im holding taiwan passport without household registration i want to ask two things
1)can someone that is not my relatives or blood relation but willing to help me to put to his household registration bec.he is the head of the family so that i get a household?
2)can i rent a room or a house then the owner of that house will help me to be in to his household so that i can get an household?

Usually NWOHRs need to live in Taiwan for a year or more on TARC, before they are eligible to get their household registration.

If you already finish the step, or can skip the step, anyone willing to help you can allow you to put your household registration to their place.

if you are eligible to establish your HHR, you can create your own HHR at the address of your rent place.

I am not very sure, but if the landlord agrees, she/he might be able to put you in her/his HHR.

Yes, you can establish your very own HHR (獨立戶籍) without the need to be added to the Landlord’s HHR. I did this just recently…all you need is your Landlord’s current House tax payment slip & your current Rent Agreement.

Yes, for 1 and 2. No, for 3.

If you can get TARC, you don’t need to exit every 6 months, and from your post, it sounds you need to get TARC before you get your household registration.

when you are eligible to establish your HHR, you can get your own HHR, even if nobody helps you, though there may be some extra steps in that case.

When you get your HHR, you are a citizen of ROC, so there is no restriction to be in Taiwan.

After you get your TARC, you should stay in Taiwan for 1 year with no exit.

You mean tarc first before the household registration?and what are the requirements to get a TARC?coz we dont have any family or lineal blood in taiwan and my mom only have taiwan passport

Investment
if you have a lot of money, more than 10million NTD, buying property cannot give you residency, but investment will give you TARC, and after one year you can apply for citizenship, I mean you can get your HHR.

Employment
If you find a white collar job with a work permit, you can get TARC, and after one year, you can apply for citizenship.

Study
If money is not a problem, studying at approved school will give you TARC. I think you should wait for 7 years to apply for HHR.

Do you base this on this requirement in the TARC application?

I don’t fully understand who this requirement is targeted at, especially because of the later part “返回僑居地服務滿二年”. Can you explain it to me?

If you don’t mean this requirement, where else does the TARC application talk about studying?

Yes, but this is different to getting a TARC by studying in Taiwan.

As far as I understand, being a student alone doesn’t grant you rights to apply for a TARC with the exception of my quoted passage which is a little but hard to understand (at least I think so).

and
(十三)經中央目的事業主管機關核准回國從事研究實習之碩士、博士研究生。

say NWOHRs can get TARC to study at approved schools.

means NWOHRs who had studied in Taiwan on TARC and returned to the original country and have worked there for 2 years after graduation from approved schools in Taiwan can get TARC (again with no other specific qualification/purpose).

Ah, I see. Thank you, I missed those. Now requirement (6) also makes a little bit more sense. In a way it re-gives the opportunity to get another TARC if you left Taiwan to work in your 僑居地 for a while.
