That’s where smart developers would offer to cover it.
It doesn’t always have to be a massive project though. Buy two or three plots and you are good to go for a small project.

One of the many inputs of the sunflower movement was forced demolition of homes for the MRT expansion. No current politician is going to push hard for urban renewal projects. The builders have to negotiate it.
