So what’s going on with this constant drum roll toward a “bilingual” Taiwan (which is of course already in various ways multilingual)—with “English proficiency” as a phantom target?

I have heard all civil servants have to get a certain grade in Toeic as do pilots, doctors and so forth. I believe for pilots it is 9/10. Can anyone confirm this?
ICAO Level 4 English language knowledge for all aviation professionals is a requirement that all aviation schools and airlines check.
It is part of the profession to be able to communicate with air traffic control without language barrier, otherwise accidents might happen.
As they maybe had to do meetings in Japanese, while Japan occupied Taiwan.
Or as Taiwanese have to learn Mandarin.
