Imo taiwanese purposely behave ignorant, and pretend nobody else is there, to make other people get out of the way. Passive aggressive survival technique for an over crammed environment.
It extends to the cars too with the blacked out windows. If the windows are blacked out its impossible to stare at and confront the drivers, which makes it easier for them to pretend pedestrians don’t exist and not stop for them.
