What a turn of events. Not only do normal foreigners, from friendly countries not actively oppressing Taiwan, not get to become dual citizens without renouncing, now the enemy nation has to renounce for even a resident visa. Permit. Noice

So they can’t travel outside Taiwan at all since they won’t have a passport? Being trapped without any prospects of trips abroad may drive one crazy after a few years. You’ve given up all your freedoms. Now you’re a stateless foreigner without social benefits.
This is a translation issue. The proposed bill would require them to renounce after they ‘settle’ 定居 and obtain household registration 設立戶籍 as a requirement when applying for ID card.
定居 is often translated as residence or permanent residence, a practice that causes a lot of confusion. Residence is 居留.
The more interesting question is whether this would preclude PRC nationals from becoming citizens. I’m not sure the PRC will allow them to renounce to become Taiwanese citizens.
In any event, this bill has been put forward by two DPP legislators. They don’t have the votes to pass it. Popular idea though. Which is probably the point with recall signature campaigns entering last 30 days.

It seems that words like naturalise and renunciation are being used for political reasons, rather than legal reasons. Which makes it hard to follow.
As you already know PRC citizens do not renounce. They have to show they have cancelled the HHR in China if they acquire ROC HHR.
As said many times here, Chinese folks are not legally foreigners here, they are already ROC nationals but with HHR in the mainland area (which is worse than being a foreigner in many cases).
To become “citizen” here after 6 years of legal continuous residency (mostly through marriage) they can apply to settle in the Taiwan area and acquire HHR here. In order to do so they need to relinquish their mainland HHR and provide certified documentation (approved by the straits foundation). Once they settle they can establish their HHR, get their national ID and full Taiwan passport with ID number printed on and vote. If males below 36 they need also to serve in the military.
