How did you get them to do that? Was it as much hassle for you as it was for me?
I felt that I wasn’t getting anywhere with the staff at the branch and it was hard to get across verbally the information and show them links on my phone of why it should be updated, so I got the business cards of the staff members (which there was 3 around discussing it), told them to keep the CRS form and I’d email them later.
Hi,
I am writing to follow up on our discussion today regarding the Common Reporting Standard (CRS) form I submitted.
The information on the form I provided is correct. Despite being a foreign citizen, I’m not tax-resident in my country of nationality, it’s possible for foreign citizens to be exclusively tax-resident in Taiwan.
Only two countries in the world tax based on citizenship and Ireland isn’t one of them. Read the OECD guidance which are adhered to by Taishin Bank, These guidelines clearly delineate the difference between tax residency and citizenship, underscoring the importance of this distinction in the context of CRS compliance.
Below is a section of Taishin Banks CRS form:
以下是台新銀行CRS表格的一部分:
Visiting the link can refer to the following statement:
Kindly note that the mere right to reside in a given jurisdiction (on permanent or temporary basis) or the fact of holding citizenship of a given jurisdiction does not automatically mean that a person shall be considered a tax resident in such a jurisdiction

The CRS form is a self-certification. The bank’s job under Taiwanese law is to confirm its reasonableness based on the information the bank holds, (again read the bank’s form, which is clearly asking about tax residency not citizenship).
I have provided a self-certification of my status which holds the correct information for my situation.
This is beyond what the bank is required of but if interested in Ireland tax residency laws then it’s the below:
這超出了銀行的要求,但如果您對愛爾蘭稅務居民法律感興趣,則如下:How to know if you are resident for tax purposes
Your tax residence status depends on the number of days you are present in Ireland during a tax year. You are resident in Ireland for tax purposes if you are present in Ireland for:
183 days or more in a tax year
or
280 days or more in total, taking the current tax year plus the preceding tax year together. You will not be resident in Ireland if you are here for 30 days or less in a tax year.
How to know if you are resident for tax purposesBased on the entry and exit form from Immigration I provided, can see I couldn’t meet any of those 2 conditions as I was in Taiwan for long periods. Though as mentioned that is beyond the scope of the bank to look at.
I hope my CRS form can be accepted and this matter does not need to be extended or escalated anymore than it needs to be.
Thanks for taking your time to verify this.
Best Regards.
They responded the following week saying sorry for the wait and that they accepted the CRS form I provided.
I received 2 withholding & non-withholding tax statements in the post today from Taishin.
It does have the the “Residency” field marked as yes.
The “Tax Jurisdiction Code” is blank.
NT$0 is withheld.
It covers the period for all of 2024.
Also for the first time ever I noticed the online banking tax withholding statement inquiry section actually works (before it was always returning something along the lines of “no data”).
Damn. How did you get your bank to do that?

See my previous post where I provided details on the encounter:
I recently received them for December and January, where they’d marked me as non-resident in Taiwan and as having tax residency in the UK again.
I’ve been a bit too busy lately to be bothered with this BS, but I told them in October what I’d be doing the next time they misdeclared my tax residency, so that’ll be what I’m doing when I manage to summon up the motivation.
Please be advised that if I receive one more withholding & non-withholding tax statement incorrectly declaring my tax residency, I will be filing complaints with the National Taxation Bureau/MOF, which I believe issues fines when these forms are not completed correctly, as well as the FSC.
I was intending to first follow up with the tax office on my discussions with them last year, where they confirmed that foreigners could in principle be tax-resident in Taiwan. I’d like to try and get them to confirm that them not considering me as tax-resident in Taiwan for the first 183 days of each year doesn’t automatically make my tax residency default to somewhere I haven’t been tax-resident for 15 years (the UK).
Called it… ![]()
Hardly Nostradamus. I was waiting for the argument too. ![]()
I hope you fight it.

Just received a tax residency statement from HSBC for last year:
Interestingly, they don’t mention a “TIN” - but instead have two fields for ID number (which contains my ID number from my ARC) and passport number (which contains the first eight digits of my HSBC account number
).
Also, they list me as non-resident, non-staying for over 183 days and also say country code “DE” (my country of citizenship).
Yet, they still write my Chinese name and address in Taiwan…
I’ve sent an email to HSBC asking for a “corrected” statement - but I’m not expecting much…
It’s strange that in your case they said they needed to update the system and making it to be this big thing. The system update they did was in November though apparently in April when they said they would accept my updated CRS form it seems they where able to do it correctly.
It sounds abit as if the system is fine but whoever is dealing with your case doesn’t want to make the commitment to updating your account as they think it might be incorrect.
At this stage they have likely reported it to the tax office and will tell you to claim a refund there. That is what Taishin told me last year to do for an incorrect 2023 withholding statement.
Well, that was fast:
Dear Customer,
This is the XXX Branch of HSBC Taiwan. We have received your email inquiring about the tax statement.
We would like to confirm that the information on your statement is correct.
Regarding the “Residency” field, indicate “NO”, as you do not have Taiwan citizenship. Your residency should reflect your citizenship, which is Germany (DE).
Only individuals with Taiwan citizenship would select “YES” in this field.
Additionally, the field labeled” 本給付年度內按所得人護照入出境章戳日期累計在華是否已滿183天”should also indicate “NO”.We are counting the number of days you stay in Taiwan from January to December each year. If you can provide documentation from Taiwan Immigration showing your arrival and departure dates, it may affect this field.
For your account, we used your passport as your primary identification and your Taiwan ARC (Alien Resident Certificate) as your secondary ID. Therefore, the system displaying your passport number is correct.
If you have any questions or need further assistance, please feel free to reach out.
So again: Apparently only Citizens can be residents in Taiwan… And no word on why they used my account number as my passport number… ![]()
I got a similar statement from HSBC, listing me as non-resident and my country code. MEGA however ticked the resident box and witheld 0 in taxes, in the TIN they wrote “NOTIN”.
In that regard, it really feels like the wild west… Every bank has their own policies and the tax office doesn’t really care either…
Possibly every branch…
In my case the MEGA win is quite likely due to me completely losing the rag with them many years ago…A teller at the branch my company used for salary payments decided to be very helpful and called a secretary she knew, not even my secretary, to let her know that as I had X balance in my account I should put Y amount of it into some other account due to the tax they were about to deduct from my interest payment, she used the exact numbers. That secretary then relayed them to mine who let me know what my balance, interest and taxes would be if I didn’t do something. The something I did was something Ari Gold would be proud off, I’m not proud of it now but it did do the trick and still works all these years later!
You could try sending them what I received from NTBT if you like:
I also received my one for the whole of 2024 yesterday, which was correctly marked as me being resident, with the tax jurisdiction code and TIN boxes both left blank. ![]()
It will be interesting to see what Taishin has reported to the tax office when do the tax filing. They didn’t updated my account until April so I would have thought that a statement for the full year would have had the withholding amount for January - March listed but it says NT$0.
