U.S. Rep. Troy Carter said the bollards would have prevented any vehicle from crossing in to Bourbon Street if they were operable. If not, the city should have have blocked access with heavy equipment, Carter said in an interview with WWL Louisiana.
“If they were not operable, that’s unacceptable. And if they were not operable, there should have been a Plan B. There should have been a tow truck,” Carter said.

The suspect, who was shot dead by police, has been identified as 42-year-old Shamsud-Din Jabbar. He is a U.S. citizen from Texas. The FBI says it believes he may have had accomplices.

Police identified the suspect as Shamsud-Din Jabbar, 42, a U.S. citizen from Texas. Officials said the death toll could rise as some of those injured were in critical condition.
Surveillance video captured three men and a woman placing an improvised explosive device in the French Quarter, the Associated Press reported, citing a Louisiana State Police intelligence bulletin.
That same bulletin said the devices were concealed within coolers and wired for remote detonation, and that a remote control was found in the suspect vehicle, the AP reported.

He served in the United States Army on active duty for many years. He also served in the Army Reserve until a few years ago. The FBI also reported to me that mere hours before the attack, he posted videos on social media indicating that he was inspired by ISIS, expressing a desire to kill, a desire to kill.
The ISIS flag was found in his vehicle, which he rented to conduct this attack. Possible explosives were found in the vehicle as well, and more explosives were found nearby. The situation is very fluid, and the investigation has a preliminary stage.

So within 24 hours we know more background details and history of this attacker than we do about Thomas Crooks or any further details from the “FBI investigation” into the matter months after the fact.

I mean considering many terror attacks in recent years have involved vehicles, maybe more sensible vehicle restrictions? I remember hearing about terrorist organizations talking about using vehicles because they’re everywhere and doesn’t raise alarms until it’s too late.
