Thanks for the advice! I will try to get some kind of confirmation from the German university. It is just frustrating, that the reviewer at the MOE isnt responding to my mails and that I have been in the taiwanese academic system for 3 years now, in positions that require a PhD, which I also have communicated to the reviewer, and there still seems to be no way for them to confirm this internally.
