She doesn’t say who exactly set up Glenn Simpson, but my guess would be Oleg Deripaska, who apparently was supposedly using Steele for some purpose or another and is supposed to be one of the anonymous sources for the dossier.
Bruce Ohr (DOJ guy) was in contact with Steele and would later try and enlist Oleg Deripaska to testify against Trump.
It’s my guess the Russians got wind of Hillary’s insurance policy very early on, my guess mid March 2016 and fed Steele or sorts of junk for shits and giggles. As speculation why, Steele was a pain in the ass to the Russians, he just had put together a report on Russian meddling in the EU with help from his Russian secret sources, what better time to spring a canary trap and feed all sorts of differing information on Trump and see what ends up in Steele’s dossier.
