Rudy Giuliani is the neoconservative rather than the conservative candidate for president. If he becomes the presidential nominee it will signal that the transformation of the Republican Party into the Neoconservative Party is complete.

Yes. The “bigger deal” the article refers to is the transformation of the Republican Party into something fundamentally different from its historic character.
