This is not unlike most entities including Taiwan and the U.K… These are also registered limited companies with business addresses and directors. You can look them all up in business directories.

Well what it should actually mean (as is the case in England as far as I know) is that any laws which the government passes are actually only statutes and if not supporting the actual law of the land cannot be enforced.
Most people would disagree and say that these statutes are in fact enforced, but from what I understand these can only be enforced if the subject chooses to represent their character/person, i.e. their name as it appears in their passport or I.D., driving licence etc. Laws on the other hand do not require the human to volunteer themselves as a person in order to hold them responsible for breaking them. This is as far as I understand and there seems to be a growing movement towards anarchy in some areas based on this premise.
I also confirmed with the police in Taiwan that they too must adhere to this practice. For example, when they arrest someone on suspicion of being an illegal immigrant, they cannot hold them indefinitely if the police cannot prove they are an illegal immigrant. According to one police officer, they can hold people for up to three hours on any statute charge, unless the person volunteers themselves to represent their person, in which case the subject of the charge has entered agreement/contract and can be charged under a statute.
According to the police officer I questioned any illegal immigrant suspect should be freed after being held for three hours in the case that the suspected immigrant does not reveal their name. :bravo:
