What should happen is they use common sense and make it easier to verify.
You shouldn’t need to have it verified by teco and then have BOCA check it again. BOCA has the means to scan/send it to TECO if needed.
It probably was a good idea 50~100 years ago when they made the process.

Do you have enough funds to support yourself? That is part of the criteria although it is discretionary based on the immigration officer you get and the purpose. I.e. they are less strict on those getting it from a marriage ARC vs a working one. However, you still need to prove you can support yourself.
I am asking because if you have to save up the $10,000NTD then it sounds like that may be a problem with your finances.
