Greetings:
Anyone is having speed problem with Skype and torrent lately? In the last few weeks/months, my torrent download is less than 5K/torrent and Skype drop the connection every 10-20 min!!! Anyone is having similar problem? I tested speed with speedtest and everything seems fine, and my torrent has at least over 20 seeders, but still the torrent/Skype are crawling. Any one knows if Zhonghwa Telecom is trotting the connection?

I’ve been having similar problems. It started about 3 weeks ago for me. What internet service provider are you using? I’m using Taiwan Fixed Network for my ADSL connection, and I think I may try switching when my contract is up in a few months.

I’m using Zhonghua Telecom (taiwanmobile.com/index.html). It seems most of the telecom companies are doing the same here, I’m not sure if switching will solve the problem. Which apps are you having problem with?

I think we’re using the same service providers. I was just thinking that there may be some throttling going on with Taiwan Mobile (I believe Taiwan Mobile refers to their ADSL division as Taiwan Fixed Network).
When I’m downloading my Linux distros and such through bit torrent I have been getting pathetic speeds the last few weeks. My Skype video calls have been poor too, but I do those so rarely that I’m not sure how it’s been lately.
It’s possible that other service providers would not be doing any throttling. I’m sure there would have been an uproar if Hinet had been doing this, seeing as most people are using Hinet and not other providers.
I’ll probably switch back to Hinet in a few months if nothing improves. I gotta believe that it would solve the problem.

Unless you’re using some unpopular Linux distros that don’t have much bandwidth access, I’d go for direct download. There are download mirrors here in Taiwan. Ubuntu, for example, has quite a few:

Don’t go for Kbro. Same here on my VDSL2 connection.
The solution is to encrypt your entire stream. But will not always work with some peers.

I don’t think it’s the Taiwan Mobile who’s throttling, I think it’s CHT, as far as I know, Taiwan Mobile just rent the hardware (network line) in bulk from CHT and then resell them to end users, therefore it won’t help if you just switch the resellers, you’ll have to switch the “hardware provider” (like TV cable company or use VPN). I called CHT to complain this problem and they said they’ll send a technician to take a look, let’s see what’s the outcome in the next few days.
You could very well be right about that. I don’t really know much about how it works when there are two different companies involved.

I have noticed no problems, and frequently have data downloads going all day at high rates. I am using CHT, 50/5 contract.
I have the same setup as Kea and have had no problems either. In fact I was downloading one torrent at 5Mbps around noon today.
I am using kbro 12m. My download speeds are terrible. 10-20kbs at max really awful. Thank god my contract is up at the end of the month.
Which apps are you using for downloading? If you’re using browser (http), then there should be no problem, as far as I know, there’s no way that an ISP can throttling http. If you’re using torrent/skype, then could you please provide which apps/version are you using, as well as platform?
ps: what’s CHT 50/5?

to michaelbr, it’s not a general use program. When I do use torrents (once a week), I get 2+mb speeds.

It seems some p2p goes through http, but not all. I thought maybe it’s linked to type of media (fiber or adsl), probably I’m wrong since you’re using 60M plan. BTW, have you seen a news few weeks back some of the ISPs were fined by misleading ad in their speed?
Those of you who has no speed problem, just curious, are you using office network or home? It seems most of people had speed problem in their home environment, offices seemed not affected. Maybe CHT is throttling home/adsl?

Just spoke to the technicians and he told me that he measured the speed at the building’s router/hub and the speed is fine, after explaining to him difficulty with p2p, he said he’ll report back to CHT, let’s see what will happen.
In the mean time, I’ve found a part solution to this problem. There’s an open source downloader FDM (freedownloadmanager.org/), it has built-in torrent downloader, there are still bugs but at least I could get a speed over 100K today (not consistent, sometime goes down to 30K), but at least it’s much better than 5K!!! You could give it a try and see if it’ll work for you.
US is cracking down on torrents, how about over here? any cases of people who use torrent to download movies, games etc and got busted?
