Track to run on at night in Xinzhu

I want to go running at night in Xinzhu (Hsinchu) and I want to do it outdoors on a track. The closest track to me is at Min-Fu Elementary School. I just went there and I can’t get in without jumping a wall.

Where I stay in Zhanghua (Changhua) I have no problem going to the nearest school and walking onto the track. Where can I do this in Xinzhu?

I used to go running sometimes at the outdoor track at National Ching-hua University. I don’t know if they still allow non-students to use it these days.
