Try searching the Visa and Work forums. Asked and answered plenty of times.
But, because it’s CNY, I’ll be nice and suggest this. Get a new job first. Get an ARC from there - you should be able to have more than one employer listed. Then quit your old job.
It appears the inconclusive answer is that I can get a second job on the back of my current ARC - without any ok from my initial employer required - and then quit that first job.
So, a little apprehensive, due to the lack of confidence in Taiwanese officialdom I see in other posts, that is what I shall do.

To be more precise, your new employer will apply for a work permit. Once it is granted you can amend your current ARC to add the work permit. Getting a completely new one is not needed.
