It’s pretty horrible reading, but if you want all the details, that’s where they live.

Which seems to indicate that a bike can be included in your free baggage allowance.
Though, https://www.philippineairlines.com/TravelInformation/BeforeYouFly/BaggageInformation/SpecialBaggage/SportsEquipment indicates that you may need to “pre-book” sports equipment.
