Universities with Music Programs That Are Open to Foreigners?

I’ve got a question that I’m hoping someone here can help me out with. I’m going to be in Taiwan starting in the fall of 2012 to do a scholarship that lets me do some grad school abroad. I’m interested in doing a program that’s related to music: arts administration, musicology, etc. These programs can be taught in either Chinese or English, the thing I’m most concerned about is finding one that is definitely open to and accepts foreigners. It would also be ideal if it were a Masters program since I just graduated from undergrad, but it’s not essential. I’ve been having an incredibly difficult time finding stuff on school websites, so the only thing I’ve found so far that would definitely work is the International MFA in Cultural Creative Industry from Taipei National University of the Arts. However, I need to send my advisors 4 institutions total in case I don’t get into my preferred school. NTNU looks like a possibility as well, but their requirements are pretty unclear on their website. So, do any of you know of schools with music programs that accept foreigners? Maybe you’ve taken these classes yourself, or you know people who have, or you’ve seen something on a website that makes you think it might work for my purposes, etc. Any help would be greatly appreciated. Chinese Culture University?

Your best bet is to ring up each Institute/Department office and ask if they accept foreigners (wai4 ji2 sheng1). Sometimes the offiices don’t talk to each other and it can get confusing, so directly ring up the office of the institute/department you want to study at.
(Note: Institutes are for graduate studies, departments are for undergraduate.)

I just did a quick search on the web and I agree that it is awkward to find information, there is a website (studyintaiwan.org) that should supposedly have all the information, but it doesn’t.

I assume that most universities have no problem admitting foreigners (I am doing my masters in ethnomusicology at National Tainan University of the Arts .

I suggest to contact the universities directly, maybe start with

EDIT: Reading your post again, it seems that you have found most of the relevant schools already. So I’ll just repeat that it is a good idea to contact the school directly, i.e. the departments you are interested in.
