Any bank offer usd credit cards in tw? eur would work as well, but i would prefer usd. Google got 0 hits.

Try asking the various banks as to whether or not they can make a credit/debit card draw off of a USD account.
Otherwise all credit cards automatically convert currency upon the charge.
