Yes, but they need to find a valid reason to hire a foreigner, and you will be limited to working for that company at the location applied for. Work permits typically are not flexible to apply to more than one job. You will need a work permit for every employer you work for.

If you are an ROC citizen and stay more than four months and qualify for military service, then it doesn’t matter what kind of passport you entered on. Entering on a foreign passport just makes it harder for them to figure out that you are eligible. If you are willing to take a trip somewhere ever 4 months then you can put off military service indefinitely. I know some people who have done this, though technically if you are routinely resident in Taiwan then they will eventually call you up for service anyways. The next question is whether you have household registration and ID card? If not, then you are ‘overseas Chinese’ and do not have complete work rights. If you have an ID card then you should have no problem.

Taiwan considers those who enter on a foreign passport to be foreigners during their stay. The one notable exception is with regard to military service which cannot be avoided simply by entering on a foreign passport. In regards to following the Immigration Law though, you will be treated like a foreigner if you enter on a foreign passport and overstay a visa. In order to change status you will need to leave on the foreign passport and enter on the ROC passport.
