Because they would save more gas by walking, or taking a bicycle. And cause fewer accidents. If you can afford to drive it, you can afford to turn on the lights. And if you cant remember to turn them on at night, the tax is you have to leave them on all the time.
And if they have LED lights, the stupid quotient is so high they shouldnt be allowed to drive
