What are the downsides of pursuing US-Taiwan dual citizenship?

Another topic about “downsides of pursuing US-Taiwan dual citizenship”: national pension payments. I touched on this in an earlier post.

My current understanding is that yes, as soon as you establish HHR, you have to start paying into the national pension scheme (or some other pension scheme if you have a job):

Is that right?

Is there any way to suspend national pension scheme payments for some months/years if you move out of Taiwan for a while (with “moved-out” or inactive HHR), similar to suspending NHI payments? Then, later, do you need to pay back all of the skipped months/years of pension payment after returning to Taiwan and re-establishing HHR?
