What are those water farms with the paddles?

Like on the way to Kenting (on that oceanside route) you see a lot of them. They look like a pond with several floating things with paddles in them.

paddles should be to prevent the water from getting stagnant, by continually churning the water

I always assumed they were shrimp.

Fish hatcheries and fish farms. The paddles are to oxygenate the water.
