I am sorry, I don’t quite understand this without a whole sentence.

I would use “ta1 yi3wei ta1 you3 quan2li4 qu4…[do something or other]”
which literally means, “He thinks[mistakenly] he has the right to go and…”

I like the verb “yiwei” with its convenient “somebody thinks that but they’re wrong” built right in.

Yeah, I was going to write something like that, but it loses the sharp, sarcastic tone of the English original. Hmmm… :ponder: Well, close enough.
