Where can this law be found?

According to many bushiban owners, children under the age of 6 cannot go to a bushiban. They have to go to a kindergarten. They claim that this is the law, but no one can tell me where I can find the law.

Where can the law be found on this matter? Does it exist?
Is it merely a policy?

I did a quick search on the moj website database for “buxiban” and “under six” (in Chinese) but didn’t get anything. That’s not to say it’s not there – it may be a regulation, it may not have been entered, it may be under slightly different keywords, etc.

Why not just call the M of Education?

Unless I’m mistaken, there is a newrevision of a law (補習進修及教育法) that prohibits children under the age of six from attending buxibans. I think it has been reported in the news. However, I think the law only restricts children from 3 yo and under 6 yo from attending in excess of 10 hours of buxi per week.
