You could try Craigslist. Or Forumosa. But I think we’d be able to give you better advice if you were more specific about your needs…

It’s pretty bad, but you can find many freelance web designers and small studios / big digital services agencies with links to their websites or portfolios.
You may want to hire a web designer and a web developer separately, designing is a very different task than coding.
I haven’t found many professionals doing both things well.
