Sorry, but are you guys living in jail or something? Every hoop in my neighborhood is full on the weekends (kids, high schoolers, uni-dudes) and games are plentiful. Along the riverbanks there are tons of games going on (every evening). Maybe you should get some wheels and explore.
I would like to form a team to play basketball too but I guess you live in Taipei. I live in Kaohsiung. 
Just do what I do, I just kinda wander into games and start playing with the locals. If you go there enough they will start to warm up to you.
i know about the parks and i play there but still: playing in a team is something different. actually i came across a league where “teams” can sign up for a season of weekend games. but here we are at the beginning.
