Think of Canada constitutionally as if Robert E Lee won the Civil War…weak central government with provinces having control over education, natural resource development to a certain extent, health care etc. Also, in the West some bible belt/Social Credit/NDP gospel folk protectionism from the Great Depression era (e.g., in Saskatchewan, illegal to serve alcohol with adult entertainment for many years). Over decades, such regulatory misalignment has created “death by 1000 paper cuts.”
