Window panes opening outwards

I live in a recently constructed high-rise building and I was wondering if there is a particular reason for the windows that are on a pivot (usually the bathroom ones) to be opening outwards?
I have looked around in my neighbourhood and all the buildings seem to be the same.
In my country of origin, windows are opening inwards and it makes them so much easy to clean.
Am I missing something obvious?

Which country is that?

Houses here are too small to leave room for the windows to open inwards. The best window pivots are the kind you find in Germany, you can open it in and out and even vertically.

Belgium.

How do they manage to achieve proper insulation if the window can be opened inwards and outwards?

Now I think about it maybe it only opens horizontally in one direction as well. I can’t remember if they go out or in anymore.

Yes, you are right for windows like Velux skylights that open horizontally. (Note that these have a nested frame system that still allows the glass pane to be pulled inward for cleaning, though).
But I was talking about windows opening vertically. It is so much more difficult to clean them.

Well, at this point I guess you all can see that my original post was more about me venting during this New Year Apartment Cleaning Season after fighting with the dirt on these windows…

Maybe it’s easier to seal, as wind pressure would press the window tighter against the frame rather than want to separate it.

Space is another consideration. But most window here are sliding window that’s drafty as hell.

I blame Bill Gates.
