The rule of thumb for full-time experience is 5 years = degree equivalent, though it doesn’t apply to every type of job.
It’s the Workforce Development Agency that grants work permits. If you contact them (www.wda.gov.tw), they will probably reply in Chinese within a few weeks (it’s CNY right now).

Typically, the company should apply for it on your behalf and then help process all the paperwork.
If it’s a British firm, the local branch in Taiwan should help you out on this, correct?
Have you asked the Taiwan branch about this (do that before contacting a government office)?
