All the links you gave with “tcmvd” in the address, including the online practice test one, do not pertain to the national ministry of transportation, but are instead of the Taipei City Motor Vehicles Department.

So for drivers license purposes, Taipei is doing something different, and under the control of a different organization, than the rest of the country?

What I wrote above about the differences in the written tests has been the case in the past and continues to be as far as I know.
