Self selecting, if most of them said it got worse you would wonder what the heck they are all still doing here. Probably same selection goes for the survey in English (given that Koreans and Japanese are a very significant expat population in Taiwan).
Now it does depend on how these questions are phrased.
I think overall the quality of life has gotten better in Taiwan over the last ten years. But not everybody may agree with that assessment.
It is interesting regarding the still heavy preponderance of North Americans working here compared to other foreigners , at least Europeans or other Anglo speakers.
There are a LOT of students from all over the world coming to Taiwan to study but I suspect very few are staying and contributing to the expat population. Something not quite right with that.
