Internships in Taiwan/require junior/senior in college

I’ve been doing job searching for the past couple months and I come across intern jobs from IBM and similar type companies that I am interested in but they always say like junior or senior in university. Why is this? I would like to intern with them to get some Taiwan experience but their internships always have that clause.

In some other threads it was suggested that they can only get away with paying lower salaries if you’re a “student”. One solution, apparently, is to use a working holiday visa (only available to some nationalities), but it’s not quite clear how legitimate that approach is.
