I don’t scrapbook myself, but this store has everything under the sun. There’s a section just for little decoration tidbits I’ve seen that you could definitely use for your scrapbooking 
I go to this location (a couple mins walk from Technology Building Station) but it’s a chain so I’m sure you’ll be able to find one near you!
Do they have Washi Tape?
Erm, I think I’ve seen it there, but can’t say for certain! In any case it wouldn’t be too fancy as it’s just a general store
