14 days unpaid leave in Labor Standards Act

According to the work rules, employees are allowed 14 days of unpaid leave per year.

Is this an unqualified right, or can employers refuse to let you take those 14 days?

The law seems very vague: In the event of matters which a worker must personally deal with, he shall be entitled to normal leave without pay not exceeding fourteen days in one year.

Not sure if it’s any clearer if anyone can read the Chinese version?
