Is it OK to put 23mm in a 25 tire? Wouldn’t this put more stress on the inner tube and make it more prone to blowouts?
I bet the tube has a range of sizes that it’s suitable for, rather than just “23 mm”. Have you checked? It’ll say on the tube.
You’ll be fine. I’ve done many thousands of km on Taiwan roads with 23c tubes in 25c tires. Pretty much anything that has 23c on the tube will be fine in a 25c tire, even 18-23c etc. Technically it’ll be marginally over inflated and more prone to puncture but in the real world it won’t make much difference and almost anything that punctures your 23c tube would’ve done the same to a 25c tube. You may need to check pressures a little more regularly due to slightly increased air loss, but that’s about it.

I run 2.35 tyres on my MTB, and big 2.35s at that, 60mm Schwalbes. I have never used a tube rated at 2.35". Usually they are rated up to 1.9 or 2.1". No worries at all. I never get punctures, even running really low pressures. Go for it!
