7-11 Mobile Experiences

Has anybody had experience with 7-11 Mobile?

I believe the deal seems pretty good with free calls to anyone else on the same network.

  1. See the website for the deal
  2. They must be leveraging off someone elses infrastructure (Zhonghua?). Anybody know? What are the risks?
  3. Would the telecom quality be equivalent the big players in the market.

Any thoughts welcome.

7-Mobile uses the network of FarEastone.
Tethering (“personal hotspot”) is by default deactivated if you book the 750$ 3G plan.
While foreigners are obviously not banned from getting the 7-Mobile voice/data plan, be prepared for the vast majority of 7-11 stores to deny you the SIM-card and tell you to get the way overpriced pay-as-you-go 7-11 If-card.

Under ROC law in services solicited to the general public, such as phone lines, bank accounts or movie tickets companies cannot discriminate against customers based on nationality as long as one fulfills the regulatory basic requirements necessary to register a phone number or account in your name: an ARC or UID Registration Number or ROC ID. Yet this being Taiwan you can imagine that even a company as big as 711 doesn’t care because they know 99% of foreigners will be too apologetic and rather defend discriminatory practices than go to court over a SIM card. But for a second just imagine this happens in America: Taiwanese not getting a voice plan for 5 US€ a month that comes without a phone…

I was by the way able to eventually register a 7-mobile number with data plan after 10+ stores I tried. All these squeaky Xiaojies making 25k as an office girl obviously didn’t have the trouble I went through. Enough said.

I’d be letting them know that is one cinema I would not be going to again until they change their policy. Did you speak to a manager about it?

In Kaohsiung, the local second run theater has a discount card, but they don’t offer it anymore so the tea shop across the road has one to borrow.
The other larger theaters have credit card discounts if you can force one out of that particular bank.

4 years ago when I was in Taiwan the first time, the 7-11s said I could not apply for this service. And a few months ago, a person visiting from Britain had to go with one of my local friends to sign up under her name because they would not let him sign up. Like you said, it probably is ignorance.

Is the rates for 711 really that good?

And many local banks and phone companies prefer to be cheated by their own people than heaven forbid one foreigner make them lose face by running away. But squeaky xiaojies can run up huge bills and not pay, no problem. Besides the fact that one can’t pull a runner on a prepaid card anyway, making the point completely ridiculous.

Paragraph 3, Article 62 of the Immigration Act is any foreign national’s protection against discrimination in cellphone contracts or banks denying a bank account. Also note the enforcement rules of Article 62: "Regulation for Petitions against Discrimination against People Residing in the Taiwan Area " . You can check these in the online ROC Law & Regulation Database maintained by the Ministry of Justice.

Please note that in reality banks will still be able to turn down your credit card application based on risk assessment. If however the clerk in the bank tells you not to even bother as you are a foreigner you can file a complaint as outlined in above regulation.

Note that the law is aimed at relief rather than compensation. Thus the government may just order 7-11 to provide you the service and ultimately force them to do so.

Burden of proof lies with you but obviously 7-11 can’t weasel themselves out saying foreigners are risky customers as 1) they could hardly back that one up as they don’t usually accept foreigners for post-paid plans 2) that would fall under discrimination based on nationality as prescribed in above act.

For other circumstances, such as employment, the Employment Services Act is relevant. So know which law to quote. Talking to a 7-11 drone about ROC law wouldn’t lead you anywhere I suppose though.

Is there any chance you could tell me which 7-eleven you managed to get your deal with? No one else can match their data plan price, but so far I’ve been running into brick walls.

I ended up doing Chunghwa instead for the phone. I need to pick your brain on this topic about discimination. Could you send me the link for the Immigration Act so I could use a little ammunition. My bank doesn’t want to issue me a freakin debit card and they say I need a gaurentor.

I found this, but and checked paragraph 3 but it didn’t seem to contain the law about discrimination. I’m I on the right track?

If they refuse service ask for a written explanation. Or simply bring a hidden camera with audio recording and bluntly ask “is it because I am a foreigner?” or “can foreigners not get … at your business?”. File a civil suit at your local court. You will not be asking for compensation but for the court to mandate the bank to render their services. There is no independently existing anti-discrimination law with big compensation payments as in some European countries.

Hi, see my comments on the VISA debit card thread you posted in.

A bit of a scam

I bought the 30 day unlimited data. It did not work. The customer service said it was because I bought my phone abroad - but I didn’t. It was purchased in Taiwan. She argued with me saying that the model phone was never sold in Taiwan. Then the Taiwanese brother inlaw explained that he bought the phone and had never been out of Taiwan in his life — then and only then did they give me the network name to type in so it would work! That was the problem all along, they hadn’t given me the network name (and weren’t going to!)

But it only worked for 3 days. After 3 days it became exceedingly unreliable. I get the idea that as soon as the tower checks it knocks it off. When I called customer service … they said it was the hand set even without my saying what it was. Being a foreigner using a phone is proof enough there is a problem I guess.

So it has never worked well, I can get about 10 minutes in before being knocked off.
