If you are recommended by foreign governments, institutions or schools to study in Taiwan pursuant to an educational cooperation agreement, and have never had a household registration in Taiwan, you may not be subject to the restrictions upon approval by the competent education administrative authority. in that case, you can enroll as an international student.
