Apply for National ID Card - No Household Registration - Can I use my Father's?

I have my Taiwanese Passport. Next I want to apply for a National ID Card. However, I don’t live in Taiwan and don’t have a Household Registration. Can I use my father’s Household Registration - ie. can he add my name to the registration and then I use that to apply for a National ID Card? Will this allow me to avoid having to stay in country for 1 year?

Does your passport have an ID number? If so, yes, your father can do that, or you can do your own household. If not, you have to live the year.
