ARC/TARC for child/spouse of NWHR with moved out HHR?

I will be a NWHR soon this year and plan to move to Taiwan next year with my non TW wife and NWOHR daughter. The thing is I’m not sure if the person who is letting me establish my HHR at their address will allow me to keep it there and active until we move there.

If I have to manually “move out" can i still apply for their ARC/TARC or do i have to have to reactivate my HHR first?

Gemini suggests there’s another type of HHR status called Administrative Eviction 逕遷戶所 in which your HHR is moved to the HHR office itself so it’s kept active but at another address?

Bec if it a separate household document, it is additional tax on the property for the landlord i heard. Not sure if real
