Are there any restrictions on returning to Taiwan after completing a working holiday?

I was wondering if anybody had any experience with doing a working holiday in Taiwan. A few questions:

1. Is it possible to return to Taiwan under the visa waiver program after one’s working holiday is finished?

2. Is there a time period one would have to leave for once it’s finished, or could one just do a visa run and return?

3. Are they easy to get? Do they grant them automatically if you meet the stated requirements? How long does the application/processing take.
