A Russian man, came to Taiwan on a tourist visa, has recently been committing fraud in several areas of Kaohsiung. He was seen selling NT$100 for each homemade “I Love Taiwan” flags to passersby outside beverage shops and even brazenly entering homes to do so. His actions aroused suspicion among residents, who immediately reported him to the police. When the police arrived, they asked the man if he was deaf or mute. He then handed them a note claiming to be hearing impaired, but the officers quickly saw through his deception. During his conversation with the police, the Russian man communicated entirely via text on his mobile phone, falsely claiming he was deaf and a tourist visiting Taiwan independently, selling the flags for NT$100 to raise travel funds. However, this was clearly a scam exploiting public goodwill for financial gain. Reports indicate that similar scams have been frequently occurring in Kaohsiung recently, with residents encountering similar incidents not only in Dashu District but also in Meinong District. Kaohsiung police stated that the Russian man, who entered Taiwan on a tourist visa, was randomly selling flags with heart-shaped designs to passersby. According to regulations, foreigners staying in Taiwan are prohibited from engaging in activities inconsistent with their permitted reasons for stay or residence. Violators will be deported and faces a 3-5 year ban on entering Taiwan.
