I spend most of my time in Taipei and I am familiar with Red House and the surrounding area.
The fact that you’re here short-term, looking for something casual (I’m assuming that means a hookup), then online is the most practical and efficient. Believe me, there are plenty of Taiwanese guys looking for western guys older than them.
You know about Red House. If you want bars, simply search ‘gay bar’ on Google maps and you’ll find plenty; I did just that and found this one in a big list:
