I want to discuss a few things with the government to understand better the visa procedure for foreigners. Can anyone suggest how to proceed? I prefer communication over email, so that would be my first choice.
Phone up the immigration office?

If you prefer email, maybe the Taiwan consulate in your home country has one available. Which country is the person interested in a visa from?
NIA generally only deals with ARCs/TARCs. Visas would be BOCA and TECO
Doesn’t make sense that they’re separate and generally don’t talk to each other
