I live close to the Minquan Bridge on Fuyuan Street, 撫遠街, from there what would be the quickest way to gt to Yilan?
My take is crossing the bridge and getting on EPW 1, then taking left on EPW 3 and finally getting on EPW 5 down to Yilan.
Is that the fastest way?

Fastest way is to drive the car. 
The Tiding Bulevard has a ramp going up and over to the Huan Dong Da Dao, the express way passing the Nangang exhibition hall and goes up to the freeway 3 a couple of hundret meters before the turnoff of freeway 5 leading to Yilan. The only thing is I think you have to make a U-turn when you come down the bridge on Minquan road.
Otherwise just straight over the bridge and follow Minquan Rd., turn right on Chenggong Rd. You need to pass underneath the freeway and turn left than you have the up ramp right infront of you. Follow the freeway one for 5 km or so than turn right on the freeway 3 direction south. After about 4 or 5km you will come to the turnoff of freeway 5 and just follow till you reach Yilan.
