Yes many shops in Taipei can do this. It’s often called “Hakka Chinese” food on the menus of Indian restaurants! It’s definitely not the same as other “Hakka” dishes you can find in Taiwan.

Most restaurants in Taiwan don’t make good Indo Chinese food.

I’ve found that Atithi Indian Restaurant in Daan District (Taipei) is quite good though

It’s also not hard to make this yourself. You need a few common Asian ingredients (light soy sauce, vinegar, dark soy sauce etc) and just a couple of Indian spices/sauces that you can get at any Indian grocery store in Taiwan (e.g. Trinity). Usually takes about 30 mins to make chilli paneer or Indian style chowmein at home including veggie prep time. And it tastes much better than most restaurant food
