Saw this in a thrift shop, any ideas as to the purpose?

Designed with chromatic scale in mind. I am going to look this up.
That could mean two things (to me); either it’s chromatic intonation vs euqal-tempered (but then it has to be set for a specific note/scale), or it’s steps are half semitone (I think… or maybe a smaller subdivision?), which would be very cool.
